    There were a few freezing temperatures over the far western Hill Country, but a number of locations did drop into the 30s... even locations east of I-35.
    
    
    The pleasant weather along with the chilly mornings should continue through the week ahead... although lows won't be quite as cold as they were this weekend. The jet stream is flowing from west to east over the country, and this trend should continue this week. This will mean a fairly quiet weather pattern for us, and temperatures will remain fall-like. There are some signs of colder weather showing up in some of our extended forecast models as we get into the 2nd week of November.     Overcast, showery weather was found across the region on Sunday. We saw mainly light rainfall totals today, but a few spots did get over half an inch. See the roundup of LCRA rain gauge totals as of 4pm Sunday below. More rain is in the forecast over the next two days. Rain totals during this time are expected to average below three-quarters of an inch, but a few spots could see totals over one inch. More sun and drier weather is expected for the second half of the week... but temperatures will soar to near 90 Wednesday and Thursday! A strong cold front is expected late Thursday, and cooler temps and lower humidity are expected Friday into next weekend. Highs will likely be in the 70s, with lows in the 40s to near 50.

    Our underwater camera went down several days ago. After checking all the usual issues we were not able to get it back up and running. In the mean time I made a water sample dive for the Edwards Aquifer Authority and when I got down there it was all to clear. The camera housing had been flooded. By the looks of it that little camera had been submerged inside the housing for some time. Hopefully we will be back up this weekend.

    ASHINGTON (AP) -- Millions of older people face shrinking Social Security checks next year, the first time in a generation that payments would not rise.

    The trustees who oversee Social Security are projecting there won't be a cost of living adjustment (COLA) for the next two years. That hasn't happened since automatic increases were adopted in 1975.

    By law, Social Security benefits cannot go down. Nevertheless, monthly payments would drop for millions of people in the Medicare prescription drug program because the premiums, which often are deducted from Social Security payments, are scheduled to go up slightly.

    "I will promise you, they count on that COLA," said Barbara Kennelly, a former Democratic congresswoman from Connecticut who now heads the National Committee to Preserve Social Security and Medicare. "To some people, it might not be a big deal. But to seniors, especially with their health care costs, it is a big deal."

    Cost of living adjustments are pegged to inflation, which has been negative this year, largely because energy prices are below 2008 levels.

    Advocates say older people still face higher prices because they spend a disproportionate amount of their income on health care, where costs rise faster than inflation. Many also have suffered from declining home values and shrinking stock portfolios just as they are relying on those assets for income.

    "For many elderly, they don't feel that inflation is low because their expenses are still going up," said David Certner, legislative policy director for AARP. "Anyone who has savings and investments has seen some serious losses."

    About 50 million retired and disabled Americans receive Social Security benefits. The average monthly benefit for retirees is $1,153 this year. All beneficiaries received a 5.8 percent increase in January, the largest since 1982.

    More than 32 million people are in the Medicare prescription drug program. Average monthly premiums are set to go from $28 this year to $30 next year, though they vary by plan. About 6 million people in the program have premiums deducted from their monthly Social Security payments, according to the Social Security Administration.

    Millions of people with Medicare Part B coverage for doctors' visits also have their premiums deducted from Social Security payments. Part B premiums are expected to rise as well. But under the law, the increase cannot be larger than the increase in Social Security benefits for most recipients.

    There is no such hold-harmless provision for drug premiums.

    Kennelly's group wants Congress to increase Social Security benefits next year, even though the formula doesn't call for it. She would like to see either a 1 percent increase in monthly payments or a one-time payment of $150.

    The cost of a one-time payment, a little less than $8 billion, could be covered by increasing the amount of income subjected to Social Security taxes, Kennelly said. Workers only pay Social Security taxes on the first $106,800 of income, a limit that rises each year with the average national wage.

    But the limit only increases if monthly benefits increase.

    Critics argue that Social Security recipients shouldn't get an increase when inflation is negative. They note that recipients got a big increase in January -- after energy prices had started to fall. They also note that Social Security recipients received one-time $250 payments in the spring as part of the government's economic stimulus package.

    Consumer prices are down from 2008 levels, giving Social Security recipients more purchasing power, even if their benefits stay the same, said Andrew G. Biggs, a resident scholar at the American Enterprise Institute, a Washington think tank.

    "Seniors may perceive that they are being hurt because there is no COLA, but they are in fact not getting hurt," Biggs said. "Congress has to be able to tell people they are not getting everything they want."

    Social Security is also facing long-term financial problems. The retirement program is projected to start paying out more money than it receives in 2016. Without changes, the retirement fund will be depleted in 2037, according to the Social Security trustees' annual report this year.

    President Barack Obama has said he would like to tackle Social Security next year, after Congress finishes work on health care, climate change and new financial regulations.

    Lawmakers are preoccupied by health care, making it difficult to address other tough issues. Advocates for older people hope their efforts will get a boost in October, when the Social Security Administration officially announces that there will not be an increase in benefits next year.

    "I think a lot of seniors do not know what's coming down the pike, and I believe that when they hear that, they're going to be upset," said Sen. Bernie Sanders, an independent from Vermont who is working on a proposal for one-time payments for Social Security recipients.

    "It is my view that seniors are going to need help this year, and it would not be acceptable for Congress to simply turn its back," he said.

    New information shows that at least nine Texas counties are experiencing their worst drought in history, and much of the state is facing the worst drought conditions in the United States, according to information compiled by Texas A&M University researchers. Contributing to the problem is the heat - Texas is having one of its hottest summers ever.John Nielsen-Gammon, professor of atmospheric sciences who also serves as the Texas State Climatologist, notes that areas in South Central Texas are experiencing their driest period ever. These include the counties of Bastrop, Caldwell and Lee in Central Texas and Victoria, Bee, San Patricio, Live Oak, Jim Wells and Duval in South Central Texas.These core drought areas are experiencing their most severe drought on record, at least since 1895 when modern record-keeping began, Nielsen-Gammon says. About 26 percent of the state is in extreme or exceptional drought, according to the U.S. Drought Monitor.Smithville in Bastrop County has received only 35 percent of its normal rainfall for the past 15 months and Victoria only 34 percent. Its the second most intense drought ever for San Antonio and the third most intense for Corpus Christi.He notes that the previous major drought years in Central and Southern Texas were in 1917, 1918, 1925, 1953, 1955, 1956 and 1971.

    All droughts are different, and its difficult to compare them, he notes. The year 1956 marked the last of several years of drought, so it brought severe water shortages. The current drought is only two years old, but it has already broken many records.While Central and South Central Texas are baking, parts of the state have enjoyed unusually high amounts of rain, he adds.Despite the major drought, about 50 percent of Texas is not suffering from a drought at all, he explains.These areas include much of West Texas and Northeast Texas, where there has been plenty of rain this year, and in some places, more than enough.As for the drought, he notes that several factors have combined to make this one of Texas hottest summers. They include a La Nina, where colder-than-normal waters in the Pacific affect rainfall amounts over much of the Southwestern United States; tropical weather systems that have missed Texas; and an absence of frontal precipitation this spring from cold fronts that normally bring abundant rainfall.Dry soils warm up faster, and a stationary upper-level ridge has compounded the problem, he explains.Weve seen August-like heat for almost the entire summer, and that doesnt happen often. July was the second warmest on record for much of Texas. Weve already seen large areas of crop failures and extremely low amounts of feed for cattle, forcing many ranchers to sell off parts of their herds. For livestock owners, this has been a terrible year.

    There is one glimmer of hope, he says.A fairly strong El Nino (warmer waters than usual) is developing in the Pacific and this could bring us some much-needed rainfall by this winter, he says. But until then, its up to the tropics and whatever tropical disturbances come our way.

    Pope Benedict XVI stressed the church's opposition to abortion and stem cell research in his first meeting with President Barack Obama on Friday, pressing the Vatican's case with the U.S. leader who is already under fire on those issues from some conservative Catholics and bishops back home.

    The 30-minute meeting Vatican audience was described by both sides as positive — constructive talks between two men who agree on helping the poor and pushing for Middle East peace but disagree on what the Vatican considers prime ethical issues.

    "It's a great honor," Obama said, greeting the pope and thanking him for this first meeting.

    Afterward, the Vatican said the leaders discussed immigration, the Middle East peace process and aid to developing nations. But the Vatican's statement also underscored the pair's deep disagreement on abortion.

    "In the course of their cordial exchanges, the conversation turned first of all to questions which are in the interest of all and which constitute a great challenge ... such as the defense and promotion of life and the right to abide by one's conscience," the statement said.

    Even in his gift to the U.S. leader, the pope sought to underscore his beliefs. Benedict gave Obama a copy of a Vatican document on bioethics that hardened the church's opposition to using embryos for stem cell research, cloning and in-vitro fertilization. Obama supports stem cell research.

    "Yes, this is what we had talked about," Obama said, telling the pope he would read it on the flight to his next stop, Ghana.

    Earlier, the pope's secretary, the Rev. Georg Ganswein, told reporters the document would "help the president better understand the position of the Catholic church."

    Benedict's spokesman, the Rev. Federico Lombardi, insisted the talks between the two leaders were not "polemical" and that the issues in the 2008 document were known to be of special interest to the church in America. He said Benedict told him after the meeting that Obama pledged to seek to reduce abortions, a promise the president made publicly during a visit to Notre Dame University that was contested by conservatives.

    Denis McDonough, a deputy White House national security aide, said of the pope and Obama, "They discussed a range of those issues, and I think the president was eager to listen to the Holy Father." He said Obama was "eager to find common ground on these issues and to work aggressively to do that."

    Bu he said there may be some issues on which they can't agree.

    McDonough said the topics discussed included interfaith dialogue, a shared desire for Middle East peace, the president's effort to reach out to Muslims, a mutual desire to fight militarism and extremism and a shared interest in overhauling immigration rules and practices.

    Some Catholic activists and American bishops have been outspoken in their criticism of Obama, though polls have shown he received a majority of Catholic votes.

    "There's no question what the pope made his priority," said John Allen, a Vatican expert for the National Catholic Reporter. "When other leaders visited him this week they were only given his new encyclical."

    Obama is very popular in Italy, and hundreds of people lining the broad avenue leading to St. Peter's Square cheered his limousine as it went by. Obama waved.

    His election presented a challenge for the Vatican after eight years of common ground with President George W. Bush in opposing abortion, an issue that drew them together despite Vatican opposition to the war in Iraq.

    But the Vatican has been openly interested in Obama's views and scheduled an unusual afternoon meeting to accommodate him at the end of his Italian stay for a G-8 summit in the earthquake-stricken city of L'Aquila.

    L'Osservatore Romano, the Vatican's daily newspaper, gave Obama a positive review after his first 100 days in office. In a front-page editorial, it said that even on ethical questions Obama hadn't confirmed the "radical" direction he discussed during the campaign.

    Tensions grew in the spring when Obama was invited to receive an honorary degree at the leading U.S. Catholic university, Notre Dame. Dozens of U.S. bishops denounced the university, and the local bishop pointedly declined to attend the ceremony.

    Former St. Louis Archbishop Raymond Burke, who now heads a Vatican tribunal, accused Obama of pursuing anti-life and antifamily agendas. He called it a "scandal" that Notre Dame had invited him to speak.

    As a child in Indonesia, Obama's Muslim father enrolled him in Catholic school for a few years. Obama is a Protestant.

    McDonough, the Obama national security aide, spoke to reporters about the influence of Catholic social teaching on Obama, saying the president "expresses many things that many Catholics recognize as fundamental to our teaching."

    In an interview with Catholic journalists before meeting the pope, Obama said he would tell Benedict of his concern that the global financial crisis not be "borne disproportionally by the most poor and vulnerable countries."

    Just this week, Benedict issued a major document calling for a new world financial order guided by ethics and a search for the common good, denouncing a profit-at-all-cost mentality blamed for the global financial meltdown.

    As Obama has pledged to step up efforts for Middle East peace through a two-state solution, Benedict made a similar appeal during a trip in May to Jordan, Israel and the Palestinian territories. He issued the Vatican's strongest call yet for a Palestinian state.

    Obama's wife, Michelle, joined him at the end of the meeting with Benedict, and gifts were exchanged. Daughters Malia and Sasha, who accompanied their parents on the trip, also met the pope.

    Obama gave Benedict a letter from Sen. Edward Kennedy, who was diagnosed a year ago with brain cancer. McDonough said Obama asked the pope to pray for Kennedy, a member of one of the United States' most prominent Roman Catholic families and a politically ally of the president.

• Austin's New Tree Regulations

    Austin takes its trees pretty seriously. This spring the Austin City Council considered rules for how developers can both treat existing trees on a property and quotas for planting future trees. This effort comes through the city's Watershed Protection Department and would represent the first major change to Austin's tree rules in 25 years.
    
    As reported by the Austin-American Statesman, these rules are part of an ongoing effort to reduce the effects of urban heat islands, which are exactly what they sound like: urban areas dominated by buildings, roads and parking lots that trap heat. These non-permeable, dry surfaces cause temperatures that are 50 to 90 degrees warmer than the actual air temperature. The Environmental Protection Agency reports that shaded, moister areas, more commonly rural areas, remain close to air temperature. That means that on a 100 degree day a parking lot is giving off temperatures closer to 200 degrees.
    
    These urban heat islands affect energy consumption, particularly in denser city centers. There is a vicious cycle of increased energy consumption, which leads to elevated emissions and greenhouse gases that warm the surface temperature that cause an increased need for energy consumption to air condition buildings...The cycle goes on and on. The elevated temperatures caused by these non-permeable urban heat islands impair air and water quality. In other words, as Austin grows the quality of life diminishes in some respects.
    
    It's not just the shade that trees offer that makes them so central to environmental efforts. Trees absorb carbon dioxide from the atmosphere, largely considered to be the principal gas that is the cause of increased temperatures in the earth's atmosphere. Efforts like these in Austin to maintain current trees as well as plant more trees are beneficial on many levels. The Los Angeles Times recently reported that efforts in California to save forests by restricting logging have long lasting benefits to combating climate change. A tree saved here improves the quality of air for the neighborhood; a forest saved in California can improve the air quality for an entire state.
    
    And Austinites are all about saving trees, as the recent uproar of the possible removal of trees at Barton Springs Pool has shown. In April city officials announced that as many as 29 trees would need to be cut down around the area of the pool and Zilker Park playscape. For obvious reasons this did not go over well with the city's residents. Through the power of the people, only three trees are now slated to be cut down sometime this summer.
    
    The reasons to plant trees and care for existing trees are both environmentally and aesthetically compelling. Unfortunately, there are many issues at the root of the future tree rules and rulings, like the one about the trees in Zilker Park. The fact is, trees, old and new, cost money. The rules proposed by the city council will cost developers more money, which at some point gets passed down to the consumer. The same thing with a city that is compelled to care for its aging trees; eventually that is going to come out of the taxpayers' pockets. However, the cost to the planet in the loss of trees may be one we can't afford to pay.
